OT: I never seen rear discs before.
seems like some spots welds broke or the metal got fatigued.

the problem with using longer shocks is that i have lowered the scooter. Sounds like you created the problem. I know lowering is going to screw up the handling big time. It takes a whole lot more force to lean a low any thing over to keep it in the road on a curve. Just look at a crotch rocket....tall, lots of ground clearance, and they can lean them over till the rims hit the ground. The tendency on a too low of a ride is to be sitting on top of the tipped (leaned over) ride instead of straight up in the seat and leaning with your ride. Thus you are putting side pressure on your ride instead of straight down in the seat when you are cornering.
