Got a problem starting my jonway put new battery on still no joy. Going to change spark plug but checked air filter today but the bottom of the filter had petrol on it. The scooter hasbeen running but would not start the following day. I think the scooter has been stood for a few weeks before I got it. Fingers crossed it's nothing to expensive.

Sounds like the needle and seat are stuck open in the carb causing it to over fill the bowl and flood.
Requires removing the carb and cleaning.

Shouldn't be over an hours labor in a shop.

Here's some videos on how to clean your carb. It's not a big deal just keep track of how it comes apart. Taking pictures while you're disassembling is a good idea. This manual has a good section on cleaning the carb starting on page 13. It's a really nice manual in general and I'm not quite sure why it's not used more.
