About the only thing you can do is go to disc brakes. It's doable but it's a chore. One thing is you have to get is a swing arm for disc brakes that has mounting holes for the caliper like the one on the right:
Then you have to get a wheel for disc brakes so you have something to attach the rotor to. Oh yeah, you have to buy a rim for disc brakes, and then there's the brake handle and master cylinder.....

its very doable and its a great upgrade. I ride in the mountains a lot and its been so much more enjoyable since the upgrade.

I"ll go with alley, I have scooters with drum and disc on the back, lots of hills around here too. 85-90% of brake power is in the front. All the back is really good for is to keep the back end from passing the front. Just about any thing more than a bicycle brake will do it. Not worth the trouble in my opinion. john

I never brake with the front its not comfortable for me. Also, remember that parts are everywhere on the island so cost is cheap as well.

?comfortable? Comfortable for me is being able to stop in the shortest distance when the need arises and no one can do that with a back brake alone.
