The vacuum line is hooked up. It isn't pumping gas into small resevor like it should.

What do you mean, It isn't pumping gas into the small reservoir like it should? WHAT RESERVOIR? put up some pictures of what you have. And how do you know it is not what it should pump.
You could be barking up the wrong tree and it is not the pump that is the problem. I just went with the pump because you asked for a pump.
But if the problem is that it does not start it could be many other things. 1. No spark 2. Carb not adjusted right 3. Pilot jet and or passage clogged. Just to name a few.
Let me ask when you hit the start button does it crank the motor over but it does not start? A. If it does Take the spark plug out and see if the spark plug is wet or dry.
Take a picture of the LEFT SIDE OF THE CARB that is the side that the sidestand is on. I need to see what adjustments it has. Alleyoop

It has a small reservoir that the pump goes to, then gravity feeds to the carb. It has spark , and the plug is wet with gas after cranking. I would guess the carb is dirty because it has sat for 6 months, but figured I should sort out the pump problem first.

Are you sure what you are calling a reservoir is not the FUEL FILTER? And if the spark plug is wet after cranking then I DO NOT think it has SPARK. That means fuel is being sucked in but the Spark Plug is not firing.
How did you check for SPARK? Alleyoop

It isn't the filter , it has a reservoir for what reason I am not for sure. Working on a pic now. I pulled the plug and stuck it against the frame. Nice strong spark.

Testing the PLUG on the frame is not good, you have to test it on the motor. The motor could have a bad ground and if it is bad it will not fire while in the motor. So test the plug holding it on the VALVE COVER and see if it is firing good there because if it is getting gas it should fire at least attempt to start. Alleyoop

Good spark on the valve cover. Checked the engine ground before hand so I didn't try that.

So your telling me it is firing on the motor YET the plug is wet because it is not firing!! Did you put BORIX ACID IN THERE(HAHA). Alleyoop

Tried that first thing. Guy I work with suggested it. He has never been nice to me before, but was kind enough to suggest the sugar to get the scooter started. I haven't ever heard of that, but he said it would start first crank with a little sugar

Come on, PLUG is wet what does that tell you. Out of time not likely unless the chain is loose and jumped teeth or the woodruff key is damaged or the CDI is way off timing.
Valves it would fire even if the exhaust was tight and you know the intake is opening since the plug is wet.
So you have some checking to do. YOU HAVE GAS and SPARK occuring to you so check the valves and timing. Timing you can check when you check the valves. Alleyoop
