We live at the end of the last cul-de-sac in our development so the neighbors see us riding our scooters past them all the time. Consequently I've become the area's scooter (and lawnmower!) mechanic. A neighbor brought his brother-in-law's CF Moto Fashion in and asked if I'd look at it since it was running slower and slower. I looked around and saw a few things that sent up a couple big red flags. The coolant reservoir was filled with oil!! Here's a pic after I wrestled it out of the bike, alongside it's contents. A glass of fresh coolant is in the pic as a reference.
So I checked out the head/cylinder union:
However, prior to dropping the carb I got this compression reading:
Kind of conflicting data, any thoughts on this problem?

Even though you are getting a high compression reading the head gasket can still be bad. It can still seal the cylinder but have a bad spot between an oil port and the water jacket.
Have you checked the oil? Is there water in it? Did you do the compression reading while the engine was cold? The reading may drop if the engine is hot. If they stated it is running slower and slower, I suspect the head is warping when the engine heats up and it is loosing compression at higher temps.

No coolant in the oil so there's hope. I agree with your diagnosis that it's the head gasket. I have one on the way and hope that does it. If not I suspect it's probably a crack in the head or cylinder jacket and the guy might take a few bucks for me to take it as parts. I don't think he wants to put any coin into it. The gasket set is $10.00.

I was cleaning up and ran into the plug I had pulled earlier. That's oil on it, not a rich mixture.

It means oil is getting into the combustion chamber as well as the coolant system. It really doesn't change anything as far as repairing this engine; I still think it's the head gasket. I've got the gasket set and I've started tearing the engine down. In fact, I've got quite a bit dismantled and will post some pics of what's going with the disassembly.
