I don't remember how many turns it would have been from the original setting behind the plug, if I had to guess it would have been about 7 full turns, I started out just doing 1/4 turns and waiting to see what happened so I forgot to pay attention to the total count

Alright I am getting a little frustrated, I adjusted the fuel ratio screw, the idle screw, cleaned the carb again, got a new fuel filter and fuel lines. It still seems to be bouncing a little at idle. If I pull back the throttle quickly it bogs, if I pull it back gradually it climbs but seems to stumble a bit, and when I let go of the throttle the Rpms drop all the way and it just dies.

WOW!! EVEN 4-5 turns would be to much. The normal is from 3-2 turns and anything in between. So I would say it was overly rich and you are loosing a lot of power OR the PILOT JET is to small. Alleyoop

Yeah right now I can't even get it to ride, I have tried it with every setting in between on the carb fuel ratio screw. I started with the idle screw 2.5 turns out from all the way in also. It still seems to bounce at idle and stumble when I rev and die when I let go of the throttle ... What's next?

I sprayed some starting fluid around the intake manifold, it didn't seem to change anything, all my lines appear to be good.. I don't think it's a vacuum leak

Well if the rpms climb and you let go and It comes down to IDLE and keeps on going and dies it is TO RICH TO MUCH FUEL. But let me ask this are you adjusting the screw while the motor is running. OR are you loosing the clamps and rotating the carb to get at the screw.
Did you every take the TOP of the carb off were the DIAPHGRAM is? Alleyoop

I adjust it when it's running and waited ten seconds. I took the top of the carb off and removed the diaphragm when I cleaned the carb but put it back in and made sure the notches lined up, the diaphragm looked to be perfect

ANother thing that might have happened. If you took out the Fuel Ratio Screw all the way out when cleaning there is a SPRING, TINY WASHER and a TINY O-RING in that order. If you were not careful and did not notice the Washer and or O-RING may have fallen out and it will suck air through there and will cause air to be sucked in , They are very tiny: Alleyoop

When I cleaned my carb I had not yet removed that plug, so that wouldn't be possible

Well if the RPMS do NOT CHANGE when you turn the FUEL RATIO MIXTURE screw IN EITHER direction that means your PILOT JET and OR PASSAGE and OR the TINY FUEL OUTLETS by the BUTTERCLY are clogged. Cleaning out JUST the PILOT jet so you can see daylight through it IS NOT GOOD ENOUGH. You need a SPRAY CAN OF CARB CLEANER, they come with a LONG THIN STRAW you need to take the PILOT JET OUT and then spray inside the hole that the PILOT JET SCREWS into and SPRAY should come out by the BUTTERFLY from the TINY HOLES on the bottom. Ok, so I made sure everything was clean, same problem. Also decided to try an experiment. The idle does not change at all no matter how many turns clockwise or counter clockwise. The idle still bounces with the fuel ratio screw all the way in and out. I have done it slow and fast. I think it's new carb time. It's only like 30 bucks. Is there one out there that is recommended?
