Since the scooter is new and I just filled the tank once, today about a block away from house the engine quit. Gas gauge shows 1/4 left. Looked into the filler and it looked like about a 1/2" gas in bottom. Pushed bike home and put a gallon in and she fired right up. Is there a reserve somewhere on this thing? I didn't see one.

Your tank must have the PETCOCK screwed right onto the TANK. Am I right? Because if you do those types have a TUBE about 2 inchs or so attached to them and they stick up inside the tank. So when the gas level drops below the tube that is sticking inside the tank the gas cannot flow out. So you have TWO choices, 1 take the PETCOCK off and take the TUBE off or convert over to a regular Petcock and put it down further toward the carb. What about cutting the tube down to leave maybe 1/2" inside tank.
