If is it a 250 scoot it has a radiator just like a car, that white tank is your overflow tank just like you have in a car. It should have some ANTIFREEZE in there. Get PRESTONE antifreeze fill it half way close the cap start the scoot and let it get hot and see if it sucks some in. If it does fill it again half way should have a mark on it to where to fill it. It has a cooling fan just like a car , watch the temperature gauge it should have one. The fan should come on when it gets a little past the half way mark on the temp gauge. If it starts climbing to the hot side shut it off do not let it overheat it will damage the motor. also look and see what kind of motor is on there and if you can open the seat and take the access panel off and take a picture and put it up here. I just checked on my scoot. I have a MC 54 250 with the vertical 244cc engine.
If you raise the seat and loosen two screws the battery cover will come up. Under that cover you will find the radiator hose with a cap on it. A good place to add coolant to the motor.
If you prefer add water at the overflow bottle in the front compartment next to the gas tank.
If you go buy Preston anti freeze, buy the mixed, half and half, and you don't need to mess around and cut the full strength in half before adding to the radiator system.
I just found my rubber cap on the overflow jar to be hardened. I had to use a pry to force it off and a hammer to replace it. So now I go to an auto store to see if I can find a replacement that is still flexible. Something for you to notice when you check for level.
Now the other engine, horizontal 257cc, should be similar but I am not sure as I have never seen one. .

Follow up on rubber cap I talked about above. I could not find a cap locally or on the web. Not even Roketa had one to offer.
So I looked for alternatives and found a few that might work. Usually designed for other purposes such as camping equipment, boat drain plugs, what ever. Did not order one yet as that is my last effort.
What I am trying now is a rubber lube that I soaked the flexible lid in overnight. It was something an auto store sold me as they said it was used to soften seals around truck and auto mounting points. So I bought the stuff, soaked the cap for about 18 hours, afternoon till next morning, and found it a bit flexible. Installed it on the tank with only finger pressure.
Now we wait and see if the cap will last or will the lube stuff cause it to rot.
It is called Liquid Wrench white lithium grease. Hope it works well over time. .

Make sure your Scooter is running, the light will come on then, if not check your fuse box located under your seat after you remove your battery cover it is the little black rectangle box.

Most of the owners/user manuals are pretty generic and not brand specific. Once you identify the type of engine in your scooter as either a horizontal or vertical type, it will be easier to troubleshoot any problems you may have. PM sent..
