Want to but an 80cc ish motor new.
I see Scrappy has some...are they any good? Who builds them?

Despite the shots he takes I haven't had a problem with anything I've bought from Scrappydog. The $50 cylinder head looked well made and the scoot seems even peppier since I put it on and the original head was supposed the torquier P head.
If you want to know who makes them just e-mail him. They answered all my head questions.

Trade for an adly 2 stroke, no messing around, nothing to go wrong, and they would do what you want.

One other thought, since it does not appear you want to build up a motor.
Sell your present ride, take the money from that along with the $400+ a built 80cc motor costs and get a 150cc. Out of the box and no mods it will do what you want and have a whole lot more reliability. Take off the license plate holder and have some vinyl stickers made that say "49cc racing model" to put on the sides. And cover the vin number!
There are a lot of scooters that come in 50cc and 150 and from the outside they look the same.
