Ok, new battery fully charged and no change in behavior when I jump the solenoid.
Any other ideas on how to solve this problem?

Hello,
Would you know which ignition components I would need if the machine just "clicks" when I hit the starter button?

That would work for shutting the fuel off but this one screws into the bottom of the tank so need a fitting from the tank to a fuel line. Or am I not understanding your intentions?

So I have a Baja 150 CC Retro scooter and the fuel valve isn't working and I cannot find a replacement OEM part. Anyone have any ideas on how best to get fuel from the tank to the carb? I have looked at other bikes but not sure which one would fit. The OEM part has a vacuum system for shut-off. Willing to not deal with that if I could just get it to run.
The actual problem is that gas leaks through the vaccum system and into the cylinder. As you can image that has caused all kinds of fun.
