Sounds like foul play.
I think someone took your center stand.
It would catch the road or your tire and you couldn't miss knowing that something was wrong. You might even get thrown sideways if it caught the pavement. Don't loan your scooter to anybody. Remember you might be walking if they don't take care of your scooter.

You could try cutting some of the black outer cable housing off to make it a little shorter. This will allow the inner cable to extend farther out. Be careful and don't cut too much off and don't nick the cable either.
