sprocket helped me with the SAME PROBLEM that you are having!
The petcock was TOO high on the frame to allow fuel to the carb.
And I used an after market (larger) fuel filters!
I lowered the petcock to the bolt for the inner fender mount.
I replaced the larger filters with the smaller stock fuel filters.
2000 miles and has not failed me once!

I had this problem on a 90 cc Honda.
Both intake and exhaust valve adjusting screws and lock nuts
were out of the rocker arms and laying in the rocker box!
I adjusted the valves per the Honda repair manual AND presto!
after 3 kicks it started and ran perfect.
With both valves closed YOU will break the kick starrter shaft!

Do they make a gelcell that fits in floor compartment?

I connected a 2 amp trickle charger to my BRAND new Roketa MC-75-150 and FOUND the NEGATIVE fuse (GROUND) broken!
NOT BLOWN!
Starter/lights out NO start!
I checked both battery fuse's
and
I replaced the fuse with the one in the fuse holder and presto it started!
Check your ground fuse on the battery ground!
