Is there power to the ignition switch? Is the ground wire secure To the battery and the frame? The best you can do is start looking over all the wiring and connectors for a break.

Old time cures for a stuck float was to lightly tap on the carburetor or pick up the back end of the bike and bounce it. Maybe pinch off the fuel line and try starting it until the fuel drains out of the carb and the float hangs down taking the float needle with it. You then open up the fuel line and gas rushing in might flush out crud under the needle or unstick the float.

Steering head bearings in the frame? Will the handlebars turn with the tie rod disconnect?

Check the air filter and air box. Rich is black and wet. Black and sooty is usually an indication of air being choked off to the carburetor.

Replace the intake manifold. They dry out and crack over time letting the engine run lean.

You have to begin at the beginning. Do the brake lights work? If not then the starter circuit isn't being completed when you pull in the brake lever and hit the starter button. Why it won't run? Valve clearances, spark plug, clogged carburetor. Remember you need fuel, compression, ignition and air for it to run.

Okay, there have been 101 reads of this thread. No comments? Come on people. We would all be interested in hearing from people who own scooters, had one and got rid of it and people investigating the purchase of a scooter.

Check all the vacuum lines and see if the intake manifold is cracked. Also have the valve clearances been checked. .004 intake, .005 inch exhaust.
