Yep, sure sounds like just a fuel delivery problem to me. Also I would not have gotten a Mikuni Carb they are a pain in the arse.

Did you buy this new or used? That intake manifold looks new did you get it or was it on there? But that CANISTER MUST HAVE A VACUUM HOSE ON IT.
OK do this Loosen the GAS CAP so the tank vents, it maybe because no VACUUM is on that canister to OPEN THE DIAPHRARM the gas is not flowing.

Well IF IT DID NOT FIRE AT LEAST ONCE that means no fuel is being sucked into motor.
Ok, so fuel gets to the carb BUT maybe not into the carbs bowl So Lets make sure the carb bowl is getting filled with fuel. Get a cup and put the CARBS BOWL DRAIN hose into the cup and open the drain so fuel comes out. Then you can even crank if over and fuel should keep on coming out from the drain meaning the carbs float is allowing fuel to fill it up. If no fuel in the carb bowl then the CARBS FUEL INLET IS CLOGGED.

Those used to be for getting hot radiator fluid to the ENRICHER area to warm up the gas for better flow for COLD STARTS. But those are not used anymore and do not work as intended anyway SO nothing goes on them. Alleyoop

That is a 2 stroke the only way it can get out of time is if the WOODRUFF key is damaged or sheared and the flywheel moved on the crank shaft(not likely) in my opinion UNLESS of course work was done on the STATOR and or FLYWHEEL and did not put the woodruff key in right and or never put it back on. From the closed position turn it COUNTER CLOCKWISE 2.5 turns, but with 3.5 turns out it should get more than enough gas. So try to start it and if it DOES NOT FIRE after a couple of cranks TAKE THE PLUG OUT and see if the PLUG IS WET OR DRY. We need to find out if the motor is sucking in gas or not. Alleyoop

You have to LOOSEN THE HOLD DOWN CLAMP then push it all the way in then tighten the clamp. Look at this carb and intake, the carbs have a little notch that fits into a slot in the intake manifold then you know it is all the way in. Alleyoop CLICK ON THE PICTURE TO SEE HOW IT SHOULD FIT.

I add 1 oz of seafoam per gallon and 5 years now I have not had to clean out the carb. Also a good thing to do if you put the scoot away say for the winter is start it up once a week no lights and let if idle for about 15 minutes and that way it will charge your battery and anytime you want to ride it will start right up for you. WOW!! that is a brand new scoot!! Great, the hole on the right is from the ENRICHER that shoots out fuel only when starting it and it stops after about 3-5 minutes. The ENRICHER is the BLACK PIECE with the two wires going to it on the carb. It feeds EXTRA FUEL for COLD STARTS and shuts off the fuel after the motor starts and runs for about 3-5 minutes. Ok I see a couple of things. 1: The canister should have a VACUUM hose going to that TOP CONNECTOR. 2: The Carb is NOT pushed into the INTAKE MANIFOLD all the way you are probably loosing vacuum.

Does the INTAKE MANIFOLD the piece that bolts to the motor HAVE A VACUUM CONNECTOR? If the VACUUM PORT built into the CARB where you have the hose connected to IS IT PLUGGED UP? If so then you cannot use it as a VACUUM SOURCE. If plugged up you can drill it out so you can use it as a VACUUM PORT.

Ok, then first check if fuel is flowing to the carb, take the fuel hose off the carb and stick it in a CUP and crank it over,Fuel should stream into the cup. If it flows then since you got a new carb, PRE-SET the fuel ratio misture: 1. Turn it clockwise and count the number of turns until it stops. 2. If 2 turns or less TURN IT COUNTER CLOCKWISE 2 1/2 turns and see if it fires. 3. If it does not FIRE take the plug out and see if it is WET OR DRY. Alleyoop
