That pipe if you follow th4 hose connects to a CANISTER and the CANISTER should have a VACUUM hose and another hose that probably goes to the top of your gas tank which is a VENT for the gas tank and all it does it traps fumes and sends them back into the air inlet to be burned again. How long has it been since it last ran? If it has been months then the problem is the carbs PILOT JET is clogged with varnish and cannot suck gas into the motor. In which case you will need to take the carb off and clean out the carbs jets and passages. You can also check if FUEL IS GETTING TO THE CARB, take the fuel hose off the carb and stick it in a CUP and crank it over,Fuel should stream into the cup. If it does then most likly the Pilot Jet and passage are clogged. I have a tutorial on how to clean it out it is very simple and easy. All you have to do to get the right answer is GOOGLE for THE NUMBER ON THE PLUG like: WHAT SIZE IS C7HSA SPARK PLUG: You will find they are 10mmx1.0 pitch

With it not starting gas was not being burnt and contaminated the oil is all. Just change the oil when that happens BUT that happens if you have a scooter that is hard to start. Every time you crank it over gas is getting into the motor and if it does NOT FIRE and burn up the gas it goes into your oil.
ok does spray come out of the tiny outlets by the butterfly like in the picture? EXHAUST FUMES REALLY POTENT? SO that to me means it is running RIGHT? If so POTENT to me means it is to RICH TO MUCH FUEL. Please take some pictures of the Carb area and hoses.

Ok, I see "ONE" problem right away why it will not stay running. See that BRASS connector on that SAUCER looking piece, that needs a VACUUM hose attached to it.
LOOK at this picture CLICK ON IT TO SEE IT BETTER: SEE how the VACUUM HOSE from the INTAKE MANIFOLD goes into a "Y" and one end goes to the SAUCER(Which is your ACV VALVE) the other goes to the FUEL PUMP, NOW if you have a hose going to a CANISTER then you need another CONNECTOR to also get VACUUM to it. HERE I DREW HOW YOU SHOULD HAVE THE VACUUM HOSES CONNECTED: CLICK ON THE PICTURE TO EXPAND IT:

FANTASTIC!! GOod job cleaning the carb out, sometimes you have to use a needle point to clear the tiny Pilot outlets by the butterfly cause they are so tiny. Alleyoop

If you do not live in a dusty area and or only ride on blacktops no need to oil the filter, but if yo want to you can LIGHTLY just wipe a oily paper towel on the outside of the filter.
As far as main jets WHY are you putting on a bigger main? is the motor bogging on the top end? Alleyoop

I can see it maybe started once when the carb bowl had fuel, but with no vacuum to operate the petcock once the carb bowl was empty then no more fuel no more fire.
You have to understand the petcock needs VACUUM so if no VACUUM no fuel period.

Now IF YOUR FUEL TANK is above the carb you can just go from the tank to the fuel filter to the carb(NO PETCOCK). But make sure the fuel hose from the tank all the way to the carb is downhill NO UPS AND DOWNs in the line and not lower than the carb. Alleyoop

Well that is your problem on the INTAKE MANIFOLD and OR ON THE CARB(depending on what type of carb is on there) there should be a connector for a VACUUM HOSE to go on to OPERATE vacuum needed parts like the PETCOCK.
So take pictures of the carb area and hoses and the INTAKE MANIFOLD(that is the part that connects to the head of the motor then the carb connects to it).
Is there a connector on the INTAKE MANIFOLD?
If that carb has the vacuum port blocked then you must have bought the wrong carb.

I do not want you to create the suction I WANT THE MOTOR to create the suction. So take the fuel hose off the carb and stick it in a cup and just crank the motor over and then see if fuel flows.

You said the plug is dry which means one of two things NO FUEL is being drawn into the motor or no spark. And yes if your using a PETCOCK it needs vacuum and it gets it from the motor on every down stroke of the piston. So I would check your VACUUM. Take the fuel hose off the carb and stick it in a cup and crank the motor over and fuel should stream into the cup. Alleyoop
