Ok Vacuum line is dry so we are back to adjusting the carb fuel mixture.

If the Vacuum line from the PETCOCK has gas that means the PETCOCK is bad and gas is being sucked out from the vacuum line and flooding the motor with to much gas. That is why you have to give it throttle to keep it running needs lot more air to match with to much fuel.
So get a new petcock. Alleyoop

Well what can I say but there is one that is not grounded and its a main one for the rest of the system. Have you checked the green wire from the R/R also the one from the stator? Did you change the battery or take it out or anything some have a green wire hooked up to the negative and maybe it is not making good contact.

Great, if you have spark and compression it is a simple fix just a fuel delivery problem.

Gas can be getting to the carb but not into the motor. AH, that sounds like a VACUUM hose and ALL VACUUM HOSES MUST NOT BE OPEN they must connect to something.
Can you take pictures of your carb area and hoses sounds like something is not connected or connected wrong. Alleyoop

Ok, just wanted to make sure you tested for spark on the motor, many test for spark on the frame and that is not good enough because if the motor is not grounded it will not spark while in the motor.
Sounds like a fuel delivery problem, so try this take the AIR FILTER OFF and put your hand over the inlet to cut off most of the air and crank it and see if it fires.

Motor oil any 10w40 oil the important thing about the oil is change is every 1000 or so miles.

Turn the fuel ratio mixture on the carb clockwise until it stops then turn it counterclockwise 2 1/2 turns. Also how did you test for SPARK? When did it last run and what happened did it fall over or did you change something etc.. Alleyoop

Yes the FLASHER it will be behind the front cowl and it is ROUND very easy to spot. You can get one at an auto parts store just make sure it has the same NUMBER of connectors TWO OR THREE. Alleyoop

Best is to take pictures of your carb area and I can tell you if something is in the wrong place. Here is a picture of a 250 the carbs are all the same and the vacuum hoses to the carb are the same for any of the 250s. Alleyoop

The scooters should start on 1 or 2 short hits with the electric start IF they are hard to start means something is out of adjustment is all. You may not have to clean the jets, it all depends if it will take throttle. So you have to jump on it and ride it and see how the motor runs.
YEP those are 8mm holes, so go and get a 10mm helicoil and see if the 8mm screws right in if so and no 8mm master cylinders can be found then get the ones with the 10mm and use the helicoil to mount them.

Now if you cannot find 8mm ones you might try getting a 10mm helicoil and see if the 8mm screws into the 10mm if so then you can get the 10mm sets and insert the 10mm helicoil and screw in the 8mm mirrors.
