Could be the Crank OIL seal which you probably did not take the old one out which is behind the SPRING LOADED SEAL. Is that other seal made just of rubber and on one side it has like a channel around it? If so that is the oil Seal. Alleyoop

The Smaller seal goes on the impeller behind the Seal with the white facing out then the impeller fits over the shaft against the other seal which has a spring on it. You will see an outline of where the smaller seal goes.

Sorry to hear about your MOM, good to hear she is doing better. Ok, the way it is working is ok, on some scoots nothing happens on the NO RUN position NO SOLENOID. Now let me ask this THE KILL SWITCH which way is NO RUN - TO THE LEFT? or TO THE RIGHT? Reason I ask is ON YOUR SCOOTER I can show you a VIDEO where he starts his scoot and he PUSHS the KILLSWITCH to the LEFT = RUN Position. So it may bae your switch is miss labaled or the wrong switch for that scoot and we have been pulling our hair for NOT

Not good check the RED WIRE at the R/R and see what it is putting out to the battery. If it is not putting out voltage and since you checked the Stator and you said it is good then you have a bad R/R that is not producing dc voltage for the battery. Alleyoop

They appear to be the right seals. Was there a gasket that goes over the shaft and part of the pump? Are you sure you put the seals in right? Don't know what to tell you, you must of done something wrong if it leaks that bad. Maybe you installed one or both of the seals backwards! The seal on the water pump the white part faces out, also the other seal that is spring loaded that goes on the shaft the indented part faces out. Alleyoop

The tiny holes by the butterfly must be clear if you sprayed into the Pilot Jets Passage and spray came out of the tiny holes then your good but if not then you must clear them clearing just the Pilot jet is not good enough. THIS IS USUALLY THE PROBLEM THE PILOT JET AND THE TINY PILOT JET FUEL OUTLETS BY THE BUTTERFLY.

That air filter is a paper filter so you cannot wash it just shake any dirt out if it gets really bad then you need to buy a new one. Did you take the jets out and make sure they are clean and you can see through them? Also did you spray into the PILOTS jet passage and make sure spray came out the tiny PILOT jets outlets by the butterfly? If not do that before putting it back on. Those two hoses are VACUUM hoses VERY IMPORTANT that they are not leaking as well as the hoses connected to them. The one you pointed to operates the ACV valve on the side of the carb and the other end probably looks like it goes to your PETCOCK which operates the fuel flow. The other hose most likely goes to a canister your scoot has some emission system, probably a EVAP Or PAIR system. If your VALVE cover has a CHROME pipe in front of it you have a PAIR system if the canister has a hose going to the top of your tank it has a EVAP system. That is the problem with scooters there are so many models and types that most do NOT produce service manuals for them you are lucky to get a owners manual with them. And like you found out finding a shop to work on a scooter that is not one that they sell is hard. You need to find a mechanic that knows how ALL scooters and motors work which by the way are all pretty much sameo sameo from one modle to another. If you can work on one scooter you can work on ANY and that is a fact. Those that say they need a manual are not worth their salt and will charge you a ton for a simple fix.
The good news is a common chinese 150cc scooter manual will do just fine the SCOOTERS all work the same way they are not magic from one to the other the only thing really different are the SKINS.
But that is what these scooter forums are for, IF YOU CAN DO SOME WRENCHING and not afraid to get your hands dirty you can fix ANYTHING on your scooter and get parts MUCH CHEAPER than what a shop will charge you as well. All you need is your basic set of metric wrenchs some screwdrivers and all you need to do is tell us what the problem is and we can tell you what to do.
Also pictures of the top of the motor carb are and hoses help. Alleyoop

We could see if it will run and start good without adjusting the valves. SO work on cleaning out the air filter and some picture of the carb area and hoses also any hoses going to the air box.
