The plug tell you how the motor is running and how the carb is jetted. Black means too rich or too much fuel, white means lean or more air than gas and light brown or mocha color means just right. Now that you know the plug is good and the CDI is plugged in, you can move onto other things. I think the other scoot mechanics are on the right track. Don't discount an air leak also. Basically, when you give throttle, the motor sucks in the right amount of air and gas. When you have an air leak, the motor pulls more air than gas and does not allow the motor to run and will bog on throttle because there is NOT enough gas.

First you need to find the spark plug. It should be near the carb where it attaches to the manifold. It will have a wire and rubber or metal covered boot on top of the plug. If you follow that spark plug wire, you should find the CDI. Also, find the wires for the auto enricher(choke) and see where they go and what color they are to see if they should be attached to the empty plug. The auto may be on and flooding the bike due to the extra gas.

I already changed the engine oil at about 75mph because when I checked it it was low and I didn't want to mix 2 different kids of oil ( whatever crap they put in and the stuff I planned on using) Pretty darn impressive changing the oil at 75mph! I guess you would have to be a personal trainer to do that. I agree with St. Pete

I'll bet that was fun in the balmy Florida weather! Sounds like a few things: -Plugged jet like Cruiser suggested. -Fouled plug -Bad CDI -Bad fuel pump -Air leak between carb and airbox connection.
First thing I would do is pull the plug and see what color it is. It should be a nice mocha color, not black. I would also make sure the CDI is completely plugged in. The last thing you need to do is make sure the carb is getting gas.
Let us know what the plug looks like and if the CDI is fully plugged in and we will go from there.
Dust off the tools!
