If the owner doesn't have one, he or she would have to go through a Division of Motor Vehicles inspection to obtain a registration and plates. The cost would be $18. The bill would require moped owners carry bodily injury, property damage and liability insurance. Drivers would have to pay either a $15 or $22 registration fee depending on whether the bike has a sidecar. Drivers would also pay a $40 title fee.

You had to see that coming. For years 50cc Scooters have been referred to as DUI Cycles down there. It's no secret that bozos with bucks have been buying expensive Italian two strokes and modding them to run over 50 mph. What do you think the odds are that an insurance company will give liability insurance to somebody with a suspended license for DUI? It stinks that it spills over to nice, honest people but there you are.

There are quite a few states that their people refer to 49 and 50cc scooters as drunkcycles. The insurance part should help eliminate that name. A lot of them still do not realize that car and bike insurance does not cover a non-licensed driver/rider either.

I hope this passes them maybe I can get my stolen scooter back and the police will have less problems in finding stolen ones.

In those states with absolutely no regulations or control of the 49 and 50cc scooters it has been easier to get away stealing them than bicycles. Even with registration the thieves will still steal them but won't be able to sell them with out the paper work. With out the profit motives it will be just for the joy rides.

Personally, it wouldn't bother me a bit to register and tag my scooter BUT if I get treated like I have a regular vehicle then I want cops to ticket people for passing me on double yellow lines. It would not be fair to be treated as a "motor vehicle" when it makes the state money but not when it comes to enforcing laws. I know a guy who rides a legally tagged/insured 150 cc scoot and idiots pass him on double yellow all the time. He used to own a motorcycle and sold it when it became hard to find parts (It was an old BSA)
Asked him why he got a scoot over a newer motorcycle and he said it was a matter of a few things. 1. Automatic shift 2. Repairs - He can work on it himself, cost of parts, interchangeability of parts 3. Scooter weighs a whole lot less than comparable motorcycles 4. Less pollution from his scoot than a motorcycle (just his opinion). 5. Cost of the ride and insurance
