You do know that wd40 IS NOT PENETRATING OIL. After using real penetrating oil and a philips screw driver that fits use a small hammer and rap the screw. There is sold a manual impact driver that works by smacking it with a hammer. They do work. The run about 10 to 20 bucks and are a good addition to any tool box. They come with several size philips and adapters for sockets.

You rap this thing with a hammer with an appropriate bit in it:
Depending on how you set it the driver will turn the bit CW or CCW. So you get the downward force from the hammer pushing the bit into the screw and at the same time it puts a twist on the screw.

These guys are right on the topic penetrating oil a couple of times and use the tool shown you probley going to need some new screws once you get them out. If you keep your scooter out side you might want to invest in a cover for it should help a lot with rusty screws.

Guys, very simple the screws are not screwing out SO stick a knife or something thin between the Chrome piece. As you turn the screw to get it out push out on the chrome piece(NOT HARD enough to break it but just hard enough to put some pressure on the screw as your unscrewing it. Alleyoop

That's a new one on me, wd40 has been around for a million years and never was a penetrating oil and now they went into the penetrating oil business!

Got a good old bottle of liquid wrench penetrating oil and I am happy to announce that it didn't do crap.... Walmart doesn't have any impact drivers useable without a power tool and im running low on cash... should I ride up to an auto mechanic and see if they can address it? Riding with one working rearview mirror light is cramping my scooter style.

Alley is right, if the screw is spinning but not backing out a little gentle prying on the plastic cover will help with backing out the screw. However, if the head of the screw is stripped and the screw is not turning I wouldn't go hitting it with an impact driver. It might snap the mirror off where it attaches to the handlebar as the mirror stalk is just made of plastic. Better to drill the heads of the screws and use an easyout.
