Are you sure you got the right CDI? I put one on my scooter that was AC just like the other one and my scooter would not fire up. Maybe try and put the old one back on a see if it fires up.

Compression I don't have a meter to measure that is there any other way to do it? My cdi was not the problem I had thought of that too

Air+fuel, compress, add spark at correct time = BOOM! Did you check for spark with the plug grounded on the engine or frame? It should be checked with plug grounded to engine. Check ground wire from frame to engine. A crude check for compression is to put finger over spark plug hole and crank engine. You should feel the pressure. This is not an accurate check but can be a good indicator

Simple test to check for fuel flow issue. Squirt about a teaspoon of fuel into the carburetor to prime before trying to start.

Update.... Had to have a rebuild. Compression was at 60! So this is my question I have... They put double gaskets on the head they replaced. But the scooter is having issues where it feels like a vaccum leak, a lot of hesitation and bogs down a lot sometimes stalling!! Is it OK to put two gaskets on the head? I would think it wouldn't seal very well. Thoughts?

What do you mean by rebuild? What was replaced? 2 head gaskets could be because of wrong components being used. I heard of using 2 base gaskets to lower compression.

I mean they had recently done a 80cc kit about 2 months ago and for whatever reason they had to install it again along with replacing the head. Also I used to have a evg or evr not sure of the correct name but one of those type of valve covers that look like a lock on the front. Well they broke that part off but they didn't block it off.

But when I first accelerate it takes off then it starts hesitating and bogging down.

Two head gaskets is a very bad thing to do as you will never get a proper seal. If clearance is needed it should be added at the bottom of the cylinder. There are special products for that.
