used daily for several months by daughter, was low on oil so she filled it (completely full till spilling out).went to work next day and would not start after. I drained oil down to fill line, pulled spark plug and cleaned it(was dry) sprayed down carb with cleaner. Also may be important to know we have been kick starting for long time because batt dead?. anyway it is very difficult to get it to start then wont idle for more than few seconds(tried adjusting idle screw), if I give it gas it will run longer if I rev it up and down but ends up bogging down and stalling after 30 seconds. After last time gas is steady dripping out of air cleaner ?

Have you cleaned out the FOAM FILTER if it is dripping gas the filter is soaked with gas and that makes it worse it restricts air. So first clean out the Filter. I assume this is a 4 stroke so the next thing is ADJUST the Valves.
If its a 50cc adjust them both to .003 inchs if its a 150cc adjust them both to .004 inchs. Once that is done I am sure it will start much easier. Also why not get a new battery at least a 7AMP with CCAs rated at OVER 100 for it because the KICKSTARTER is really only for emergency use and they are not meant to stand up to constant use it will eventually break. Followed video for adjusting valves and for cleaning carburator.....had a little trouble initally starting but got it running at fast idle, let it run 30 mins. while i reassembeled seat.adjusted idle back down and let it run a while longer then shut it off while i grabbed jacket... wouldnt start at all...30 mins. later started only with throttle wide open but idled normally after. took it for short spin around block.....parked it ...hour later go back in garage and fuel all over floor steady dripping out of air cleaner.

YOUR SURE THE GAS IS COMING FROM THE AIR FILTER AND NOT the DRAIN HOSE on the bottom of the carb right? That means the float is not shutting off the fuel when the bowl is full: So you need to check out the Float and the Plunger Valve. To test if it is shutting off the fuel inlet get a hose and put it on the fuel inlet and hold it like in the picture sideways and blow. Then Gently push the float in so that it pushs the Valve up into the fuel inlet and see if it stops the air your blowing into it, if it does your good to go. Check the rubber tip on the plunger and clean out the fuel inlet, may have crud in it and not allowing the valve to seat and shut off incoming fuel. Alleyoop

Sounds like the proper fix to me,,,either the float is cracked and filled with gas so it's not floating or the valve tip either has dirt or its degraded so it's not shutting off the supply

When I first started visiting scooter forums, I was amazed by how quickly and accurately Alleyoop could diagnose someone's engine troubles, and help them fix it through methodical methods. A couple of years later...... 1000's of fixed scooters later...... It no longer surprises me.
