Nothing, Started to put the cdi in and I ordered the wrong one so have to reorder it. cyborg

The CDI has nothing to do with nothing working. The CDI only feeds the COIL to fire the plug that is all. It has nothing to do with no lights or no juice to the solenoid to activate the starter or any other lighting.
WITH KEY ON have you checked the TAILLIGHTS, BROWN wire and or YELLOW AND GREEN(WHEN YOU SQUEEZE THE BRAKE) for VOLTAGE?
You have to have 12v at the IGNITION then from there you need to trace the HOT WIRE when the KEY IS TURNED ON to a plug or the ALARM or wherever because it is being lost from there. Also the fuse from the battery I believe should be 15amp maybe that is why your getting low readings on other things.

Just adding my couple of cents worth: Do the turn indicators or anything at all work when the key is inserted and turned to the on position? From what I've read, I gather that the ignition position makes no difference. Have you checked the connectors for the ignition? Not trying to sidetrack the investigation, just a thought....

Good idea find out how many wires are on the IGNITION and where they go and the color of the wires. Normally you have 12volts from the battery at the ignition then when you turn it on it makes contact with a black wire which then feeds voltage to the rest of the scoot.
I would trace the wire from the battery with the fuse and find out which of the two parts it feeds, the ALARM or the IGNITION. If it feeds the IGNITION then a live wire will be going to the ALARM. If it feeds the ALARM then there should be a live wire from the ALARM to the ignition.
Normally you should be able to UNPLUG the ALARM and jump two wires in the plug to allow voltage to work as if no alarm was there to interrupt it.
