When I got it set like the pics. It just turns and turns and acts like it wants to start. When we spray starter fluid into carb intake it doesn't pop or anything. The plug smells like the starter fluid but its not wet. Im just confused there like no reason its not starting

After you timed it did you adjust the valves? If its a 150cc adjust both of them to .004 inchs if its a 50cc adjust both of them to .003 inchs. How is the compression on the motor? With the plug out and sticking your finger in the plug hole and holding the throttle wide open does it LIFT YOUR FINGER OFF THE HOLE?
So get some pictures up and maybe a video of you trying to start it.

It is not firing at all, Is the plug firing if you ground it on the motor? After cranking it like that If you take the plug out I would suspect the plug to be wet with fuel if FUEL IS BEING SUCKED INTO THE INTAKE. Alleyoop

Well if it is firing and gas is getting into the motor then it has to be COMPRESSION I notice in the video you guys turn it over very easly. When turning it over to ALIGN the CAM SPROCKET can you feel the compression it should take a little ump to get it past the compression stroke. If it just goes around and around then you do not have enough compression for it to start.

I vote to put a compression checker on it. Alley is right it doesn't sound like there is much compression there.

No compression does not mean a jug and piston is bad. Even if your setting the valves correctly that does not mean they are sealing. A leak down test would show where if the compression is down. You mentioned "I just checked againits only hard in one spot I think thats when its dipping into the case and coming back out." It should be the easiest where you say is the hardest. You have some serious assembly problems if that is the case.
Did you ever check the ring gap before assembly? Did you check the head that the valves were seating and not leaking before you put it together.
