Have you checked if it is charging the battery start it up and check the battery and rev it up and see if it is charging the battery? Also how are you lights are the really dim or nice and bright .. If all that is good then I would suspect your multi meter is giving bad info.

I ohm checked the stator again and it checked good. The last time I started it and shut it down, then went to restart it, I had nothing, not even dash lights. I checked the battery and it said 1.6v, so I put a charger on it, just waiting now. The battery was really weak to start with. I'm wondering if I need a new battery?

1.6v the battery is really dead, I think a new one is in order. Once they drop that much it usually means it has a couple dead cells. Alleyoop

Is the R/R charging, should be putting out 13+ volts at around 4K rpms. How about the lights are they working good.

Ok so I checked the R/R and it checked good. I bought a new battery and started it up. The lights were on and bright. But when I increased the RPM's with the meter hooked to the battery the voltage didn't raise.

Not good check the RED WIRE at the R/R and see what it is putting out to the battery. If it is not putting out voltage and since you checked the Stator and you said it is good then you have a bad R/R that is not producing dc voltage for the battery. Alleyoop
