LOY, in that picture you put up Turn the Idle Speed screw JUST ENOUGH THAT ONE FUEL OUTLET SHOWS so it has a chance to start. Also remember the ENRICHER will also be feeding it fuel for about the first 3-4 minutes. If it starts and the idle is to LOW just turn the IDLE SPEED a little more NOT A LOT it does not take MUCH TO RAISE OR LOWER THE IDLE with the IDLE SPEED SCREW.

Nice. I know it's new, but clean the crap out if it. Anytime I have to order a carb, I clean it extensively before I put it in. Maybe I am just a little anal retentive.
After benching the carb and setting the idle and the mixture screw, reattach it, if you can't find an air cleaner that will work, make one from an old peanut butter jar or something just to get it going.
As I said earlier, there will need to be an air box or filter of SOMEKIND on there. Even if it's the factory air box without a filter. The engine is designed to have a certain intake pressure If you let too much air in there, you will need to dump extra fuel in there to compensate.He%% if nothing else, put a piece of duct tape across the front of the carb, with an opening at least the size of a nickel It will mimick the effect of the air box.

Good. Until there is a filter on there, it's going to cause sporadic running. Try the tape trick I mentioned just to get it going. Once the filter arrives and is installed, you will need to readjust the carb to compensate for the difference.

So I had a guy I work with take a look at the carburetor he got the fuel to at least go to the spark plug it still not starting he thinks its because there is no air filter what are yall'S thoughts?

Alleyoop and I have been saying just that. My 257 Linhai starts without an air filter, IF it's in tune. If the tune is off, it will NOT start without the filter. You NEED a filter attached to make it run right.

Oh, here we go. If you open a beer can, and take a drink, it's easy to control how much gets to your mouth. If you open the same beer, and put a shotgun hole in the bottom of the can, itnpours in your mouth way way too fast......
The air filter is the bottom of the can, and it being off is the shotgun hole. Without the filter, WAY WAY WAY more AIR is flowing in. To compensate for that, you would need to dump more gas into the carb. IMHO, I would wait till the filter gets there, or just try to hillbilly engineer one for the time being. Your engine is a precision instrument, if one setting is off, the rest is not going to work correctly.
Using a makeshift filter could get you started again. I have used old washcloths held in place by wrapping it around the carb mouth, then tying it TIGHTLY in place with a piece of wire. I did that on a 225 TTR dirt bike while waiting for a replacement breather system for a costumer, just to help get it done faster. By the time the filter assy arrived, I already had the carb in a decent tune. Of course once the filter got in I had to lessen the fuel flow.

Last time I checked the idle screw was just touching the fly wheel arm I'll have to try and get a picture soon it's getting dark here and raining

Ok, turn the FUEL RATIO SCREW OUT FROM THE CLOSED postion 3 full turns. Give the IDLE SPEED screw 1/16 CLOCKWISE turn IF you say it is just touching the fly wheel flat plate.
We have TWO things that will not allow it to start IF YOU ARE GETTING SPARK:
1. The IDLE SPEED SCREW 2. Fuel Ratio Mixture
If the Idle speed screw is to far screwed IN to many fuel outlets are exposed. If the idle Speed screw is to far screwed OUT not enough fuel outlets are exposed.
The fuel ratio may be to closed or to open BUT to open it will still start just not want to idle good you may need to play with the throttle giving it a little twists to keep it running.
That is why it is important to ONLY DO One thing at a time. If you had that carb off you could set the IDPL SPeed screw to just expose the FIRST fuel outlet, then we would have a much easier time to get it started and adjusted to keep it runnning.
