You may be able to not have to take the carb off and drill the plug out while attached. Or you can just loosen the clamps and tilt the carb to get at the plug. Let me know when you have done that. Then we can try and start the motor without the AirFilter by covering most of the AIR INTAKE SIDE with your hand to cut off some air. Alleyoop

If you drill deeper than 1/8 you will HIT THE SCREW and ruin it then you will have to get a new carb. JUST DRILL 1/8 DEEP. Here is the PLUG

My concern is how I adjust the fuel and air mix ratio or can I do that after the plug has been removed

Since you are not mechanically inclined I suggest you just buy a new carb. Here is how to take it off and put the new one back on. CLICK ON THE PICTURE TO SEE WHAT I WROTE: Do you have any friends or anybody that knows something about motors if so I suggest you may want to ask them for help?

I understand some of it but the part I don't understand is where it says something about a wheel. I do have a new carb and airfilter coming the carb will hopefully be here before Sunday if not it'll be here Sunday I did talk a friend of mine that I work with that might be able to help her used to have dirt bikes

Here you can see the control wheel and the throttle cable fits in a slot in the wheel so when you twist the throttle it rotates the control wheel and opens the butterfly inside the carb. REMEMBER DO NOT LOOSEN THE TOP NUT when taking the CABLE OFF, reason I say this because then you will change the cable length and you will have more adjustment to make and since you are not familiar with this the LESS STUFF TO DO THE BETTER chance you have. HERE I LABELED things 1 2 3.

That's much better now I understand wow I didn't think it was that easy I ordered the parts from amazon I knew there wasn't something right about that carb I've been learning as I go and this scooter was acting like my old one when the carburetor needed to be cleaned I should've trusted my gut and had it cleaned. Then again I probably am better off doing what I am doing. When I was going up a hill at one point in time I was only going 15 MPh I am not the smallest guy but there is no way it should've been struggling that hard

Once we get the motor running and starting good then you can try that hill again IT MAY be the CVT that next needs attention if the mph drops so much. Alleyoop

50cc's and 150ccs motors should idle around 1500-1800 rpms 250s like to idle around 1800-2000 rpms. When adjusting the idle you also do not want the REAR WHEEL spinning if it is spinning it MEANS TWO POSSIBLE things, 1 the idle is set to high or there is a problem with the cvt and the clutch is grabbing the bell to early. It is just probably the weights in the Variator, cheap fix.
