New battery, spark plug, clean carb, new solenoid, air filter, fresh gas. Button won't even make any noise and kickstart will crank but not turn. Where should I turn next? Thanks in advance.

Check the frame/engine/battery ground & check carb and fuel delivery,,,,

That doesn't make sense. Sounds like more than one problem. If the engine does not turn over with the kick start it may be locked up or frozen. If the start button does not make the solenoid at least click there is an electrical problem too. We have generic wiring diagrams in the library that you can use to trace out wiring and find why the solenoid is not getting current. Should the engine be locked up you may have a fuse blown preventing the starter from working.

Thank you. I agree that it doesn't make sense. I think the switch is bad so I've got one ordered but the kickstart not working has me baffled. It only has one fuse and it is good. This is my first scooter that I've worked on, my background is more in motorcycles.
I'm open to more suggestions.

Why not pull the spark plug and try turning over the engine. The left side of the engine is held on with about 10 bolts and you could remove it and the kick start lever to see if it is free to turn over. The order of things when you try to start electric is you squeeze either brake, the voltage going to the brake light also goes to the start button and from there to the solenoid. If you were to short the two big terminals on the solenoid together the starter will turn.
Before you start buying more parts you really need to find out what the problem is. If you don't have a multi meter get one. As cyborg says if the battery isn't grounded to frame and engine that will stop every thing.
You neglect to tell us the history of the scooter, did it ever run? How did it quit? Is it a 50 or is it a 150? Their kick/elec start are slightly different. The engine number is molded or stamped right next to the kickstand mount, lower left side engine case. There are excellent tutorials in the library on your engine no mater which it is.

Hi--Thanks. It is a 150. It did run, didn't get winterized and a friend couldn't get it running the next year. It has been sitting for about 3 years. I offered to help get it going but I'm learning quickly that these aren't like MC's. I'll give it another go next weekend. Keep up the tips, I'm going to try them all.

I had a problem after replacing my head. I forgot to re check the valve clearance, problem solved. My compression was 30 psi.
I corrected the valve clearance 100 psi. Started.
