OK, after like 2 hrs of trying to tune the carb, needle clip settings, jetting, idle fuel mixture. I found a tear in the diaphragm. Replaced that then changed back to the original main jet. It's got to be a 109. The 108 acted differently. So it's cool and windy. 55 degrees. 20 mph winds. I got it up to 49 mph again going down hill and with the wind partially behind me. It still bogs at 49 mph. I have the needle set at the second to the last clip setting from the leanest. If I go all the way to leanest then I can't take off very well.
If I go to the richest it cannot get part 45mph.
I'm not sure where to go from here.
I'm still all eyes waiting for advise.
Do one change and check results.

The next set of jets are on the way. I will try a lower jet size and hope for the best.

I have the scooter running well. I have a 835 x 20 x 30 and the carb is tuned and I am getting about 73 mpg.
Do one change and check results.

Ok, update. The true problem was the petcock. Once that was replaced, all is well.
