I would pull the battery and take it to where ever batteries are sold and have it tested.

I tried another known good battery, I am getting 12.3 volts constantly between starter and ground when I turn key, shouldn't the starter engage?

May be a ground issue,,,that's engine to frame ground or the negative battery ground to frame may be loose or have intermittent contact with the frame or the battery terminal itself

Start solenoid is broke already or not hooked up right? Check the library for help on checking the starter. If the solenoid isn't working and not engaging the starter that would do it.
Do one change and check results.

I ave 12 volts @ starter tapped on it with a wrench and it engages, thought that would be it but I have to tap on it each time, trying to get the seller tech support to replace it but I can't get them to reply, be the last time we do business with them! When I did get it started it ran for a few minutes then stalled out, acting like it's flooded. Have to charge my battery before continuing

This is what you can't say what is battery doing when under a load that is why it needs to be tested for that it really sounds like a battery problem. It needs a test while under a load that's all I will say on this issue till it's dune.
