I bought this scooter that hadn'T been used since 2014. After putting in new fuel and a battery charge it starts fine, but only goes 15 mph. However, running the scooter on the stand the engine revs up to a level that should certainly make it go somewhat faster (I need at least 25 mph for the limited use I have). Any suggestions?

sounds like an issue in the CVT.
that contains the
1.variator. 2.drive belt. 3.big spring in rear.
are you mechanically inclined to get into this.
there is lots of help and videos here.

Mechancal yes. Understanding what the variator does is puzzling to me. I watched a video of changing weights on a larger bike and it seems simple enough, but I don'T understand the function. Thanks T

It works like a 10 speed bicycle as the weights push out in their ramps inside the variator the pally gets "bigger" the halves of the variator get squeezed together pushing the belt up the pulley faces,,,in the rear the halves are held together by a spring,,,as the front has the belt "climbing" the faces the rear gets pushed apart and the belt goes deeper in the pulley

Before you are going to get much help the guru's here need to know more. What is the rpm at the fastest on the stand and the rpm while going 15mph? Sitting that long with crapahol in your gas tank generaly means a carb cleaning.

No Tach, but the engine is only a bit above idle at 15 mph and on the stand and revved up it dances around the garage floor. Two disrinctly different engine sounds. Getting up to the higher Rev speed on the stand does take a few seconds and I only leave it at the higher Rev level for only a few seconds

Open up the variator. There are instructions here. After cleaning you will probably want to replace the weights and belt. DO NOT LUBE THE WEIGHTS. A puff of graphite would be ok. Gently lube the metal parts that go on the engine shaft. Weights will more than not have flat spots...wear.
Videos here showing how the variator and clutch pulleys change size,... variator the belt moves to top of pulley and clutch belt drops when given throttle.

Ok lets start with the basics, Check for Spark, Pull the plug and look see. Next check the the Engine is getting Fuel. If those are a challenge buy a can of Starting fluid Ether, If you have Spark it Will Fire. if it Fires then Dies you have Spark and She's Not getting Fuel. Good Luck!!

The belt cover must been on in order for the starter to engage. The gy6 50cc engines has a bushing in the belt cover that the bendix uses to hold it in place. You can see the 150 4stroke and 50cc 2 stroke function, but not the 50 4stroke

Learned that via the hard way. However; the V weights are round and dry, so put back together a got scooter running again albeit still a max speed of almost 20mph. I am going to run another tank of 93 octane plus a capful of a carb cleaner through it before I deal with a new carb. Thoughts?

Check the weight of the rollers, heaver rollers give higher speeds. As lighter rollers give slower speeds with more bottom end torque. 4 gram weights are considered light weight, good pulling out power. 6 to 8 gram rollers are good for the top end, however you will lose bottom end torque .
