Run it with the belt cover off, so you can see if the belt is moving in both pulleys.

You should never be able to hold the scooter back against any throttle, except idle. There is slipping in the driveline. You serviced the variator, now look at the belt first, then the clutch.

I totally agree with Crawford.
Either the belt or the internal clutch and spring (or both) are slipping. There are many videos on you tube that can walk you through the process of checking and repair of both items.

Check the clutch and spring assembly in the rear.

Also check the mirror mount location, that could be an issue.

The function of the master cylinder is the same , it doesn't make any difference as long as the hose is long enough.

Your electric choke looks like a common enricher, which some people eliminate, as they fail frequently. Some replace it with a manual choke.
Do a search about fuel enricher, there are lots of posts.
I suggest this with the thought you won't need the relay ever again.

Can you bypass the vacuum valve in the fuel line and try it, they are suspect.

Does anyone have an idea how much fuel a 150cc carb should hold.
I plan on bypassing the vacuum valve and measuring the amount of fuel in the bowl with the drain.

Thanks for all the responses.
Tank was removed to perform epoxy application. Tank flushed throughly and dried. Epoxy was spread sparingly over cracks, and vacuum applied through filler neck with all connections plugged.
Epoxy did not show any sign of crevices that would indicate breakthrough into tank, so I'm confident no issue there. As a precaution a plastic straw was inserted in gas line connection about 3" in depth.
Carb was gone through before tank leak was discovered, but I will pull it again.
The scooter only shows 149 km on odometer but I do not know it's history. The odometer and speedometer do register on short rides.
Intake doesn't show obvious signs of cracks, and is metal inside.
New vacuum fuel valve, clear hoses, new clear fuel filter.
I think I covered all your suggestions, which were excellent.
