What sprocket said, and yes, I have removed and put back my head many times without removing the engine, hell, I have taken the whole top end off 5 times without taking the engine out. Biggest issue is height. If you have access to a lift or a table that you can put it up on so you dont have to bend over it will make the whole thing a lot easier.

In China and India etc they pull the engines to do any work on them...
They whip them out of the frames in a couple of minutes and up onto a bench, where they have fuel battery, exhaust suction pipe etc etc... saves the back.. big time...
They also have a complete electrical system on a board, so they can swap out components and see what isn't working...even a stator set-up run by an electric motor...
Scooter mechanics here could certainly learn a thing or two...
Very efficient...

So true, those guys know what they are doing and how to fix things. The scoots are their daily and only Transportation. Here there are few and far between that I would call Scooter Mechanics all mostly do is replace parts. Your best mechanics here are you Snow Blower and Lawn Mower shops for small engines. Alleyoop

Outboard engine mechanics know their stuff too.. if you are near a marina so do chainsaw fixers..
