You may have spark, but perhaps not ENOUGH spark...
If you went through 3 CDIs it points to the stator... or the pick-up coil...3 CDIs wouldn't be bad, but they may not have worked because they didn't get sufficient trigger voltage
Check your stator voltages...

Well said by the learned and sage Sprocket. Get us multimeter values for the red AC power wire, the blue trigger wire, check your coil feed connection and ground, and check your engine ground too. When you hold your plug on the head and crank it is it a nice bright blue or kinda orange? Lets rule out the electrics and then well look into some other things. Rich

thanx guys..i have checked the ac voltage from the motor, the red wire is like 90v ac and the blue was like .9v ac..and my motor is gronded good or eles my electric starter would not work well enough to turn the motor over, and i have a really strong blue spark..im normaly pretty good at this stuff but im at a complete loss..the reason (maybe) i went throygh 3 CDIs is that one was the original and the second was a friends and his scooter didnt run iether and the 3rd wich worked i bought new..but as i say i have sufficient spark i think, and there is plenty of fuel on the plug..i have too much time in this thing to give up on it now..

OK, you did the electrical tests, thanks, that's off the table. Try this simple test. Take the vac line off the runs to the intake manifold, spray some carb cleaner in there, reattach and crank it. I won't say it'll run great just see if it makes a difference and what it does. Sorry this takes so long, forum repair is a slow process. Rich

I would set the valve gaps at this point...after doings Rich's vacuum line test...
You have electrics, so it is fuel, compression (valves) or air intake (plugged air intake, filter etc)
