FIRST Lets check the Throttle DO YOU HAVE about 1/4 inch of Play BEFORE IT ACTUALLY PULLS on the Cable to open the Butterfly?

Yes see if you can fill the Bowl by testing it opening the drain. If it fills You Should not need to PRIME it. Also make sure the Fuel Ratio screw is about 2 -2 1/2 turn out. It should start
but AGIAN we don't know about the IDLE SPEED screw setting so watch out for high RPMS or MAYBE TO LOW.

OK by the Handbar, grab the Throttle Grip and turn that screw and whichever way it give you a little PLAY on the Actuall Throttle grip that is what you want THEN THE NUT LOCKS IT SO IT DOES NOT SPRING BACK OR FORWARD. BUT YOU MUST HAVE A LITTLE PLAY WHEN YOU TWIST the THROTTLE GRIP.

The Jets you just screw them down nice and SNUGE.

You will know if you have play just grab the throttle grip with your fingers and you will twist it and you will feel where it actually will start to pull because it will stop as you twist with your gingers.

I can't video tape how much play I have in it since my finger is in the way when I try to video tape it. If I press down on the cable between the butter fly and the bolts I had to tighten to the left it is pretty tight, maybe 1/8" play if that

You need to show 3 threads on the adjuster on your carb so you can get to a happy place with the 1 on the handlebar which is beyond it's range.

Yea if you out of adjustment by the handlebars just loosen the nuts by the carb and just give it a little more play.

It has as much play as I can possibly give it by the carb

Okay I unscrewed the thing by the handlebar (to the left) and moved the bolt over to it. Now it has about 1/4" play in the throttle before the butterfly will start to open ( I had to look close, it seemed pretty exact) Im going to put it back together, keeping in mind as u said dont know where the idle is and you said dont need to prime the intake manifold area if there is gas flowing to the bowl?

Alleyoop meant to say tighten it at the carb so you can loosen it on the handlebar.

A good rule of thumb is never should an adjustment be at either extreme.
