Yes, I know it simple for us, but, I not too sure for him. All he need to do is test out the plug, most likely it corroded from moisture is my first thought, I just want to use anything to try and explain to the guy what he be doing, so far he not seem to have gotten a Test Light as Alleyoop mentions or a Voltmeter that others have mentioned. I think he was expecting something very simple. Which it is, but, for anyone to help he needs to do something, we can speculate forever. Just testing the plug can move us on to the next point he needs to check.
But, maybe I wrong. I just work from where it broke back until I find where it works, that where the problem is. I bet that tail light plug on the Diagram a lot like what he be testing, 3 wires.

I think he needs help from someone that knows a bit about electricity...

WHAT we need a Electrical Guru!! Shoot when I come in from my garage I CLAP MY HANDS and the light comes on in my REC ROOM(HAHA). Nice little gizmo the CLAPPER for us old farts

weirdest thing i change the fuse and the tail light started working again. everything else electronic was working but that. thank you all for your time help and consideration..

I think you have a loose wire and when putting in the fuse and pulling the wires out to put the fuse in it made connection. Check the wires going into the SOCKETS the sockets are cheapo and the wires are not in the sockets crimped on good.
