Any help?

I have a 49cc motor that will bog out around 24mph. I gave it a full tune Up with a new CDI and carb and ignition coil and new spark plug. I took the head off to look to see if the piston rings where shot but they looked fine. I found oil recently leaking, not too much but enough to stand out. I'm not sure what to do now. Any help?

O and it's a 4 stroke. I'm thinking a gasget might be blown. Not sure.

Did you replace the gasket when you took the head off? Have your torqued the head bolts to spec?
Check for an oil leak from the front of the valve cover.. you could have a gasket pinched

No.. you should be OK.. Set the piston at exactly TOP DEAD CENTER and lock the crank shaft so it doesn't move Replace the head and the set the cam sprocket like the picture and put the chain back on. Make certain that the chain is on the lower crank sprocket and NOT sitting to one side of it... Then torque the head, tension the cam chain and you should be OK Attachments:

Good since the motor is NOT PUT BACK TOGETHER it is much easier to get the timeing correct. With the Head off bring the Piston to TOP DEAD CENTER and then look at the Timeing it should be on the "T" if it is not ROTATE it again bringing the Piston to TOP DEAD CENTER and look at the FLYWHEEL it should be pointing to the "T". Once you have it that way THEN put the CAM in lineing up the two little holes with the edge of the Head and put the chain on. Here is a VIDEO on how to do it, its in spanish but you can see how to do it: Alleyoop

Thanks y'all for the input. Is this what's keeping my scooter from not going faster then 24mph. And the oil leaking?

the proper way would have been to do a compression test before you took it apart.

So lets put the motor back together right and time right and adjust your valves before you put the cover back on and then see how it acts. You can check for leaks by using a spray bottle of water and spray individual areas, around the clamps hose connections Manifold etc. If spraying water on any of them and there is a change in the motor rpms you found a leak.
Then before you go cranking on it adjust the carb, Let it warm up at idle for about 5 minutes. Then adjust the Fuel Ratio Mixture screw to get the highest IDLE out of it. Then give the throttle a quick twist and let go and the RPMS should climb right away without any bogging, sputtering or hesitation and come down to idle. Now jump on that sucker and see how it acts with a load on it. Alleyoop

Ok thanks I'll get to it and tell y'all what happend. Ooo I would like to know if where the crank shaft is and all the oiled moving parts are if it need an air tight seal. If a gasget is blown can I fix it with that blue sealent? And dose a belt one size to small keep it from going fast? Because before I had like a 700 35 and the new one was a 699 34 For example.(the numbers might not be right) and I for got to say that the cluch was extremely hard to open with 2 hands. Almost impossible. I used a gear puller to pry that bi**h open to get the belt on. Any thoughts on that?

Just get a new gasket...blown gaskets are blown... Need to know what sized belts.. yes it could cause problems with speed Hard clutch pulleys usually mean that the pin follower needs grease, the needle bears could be finished as well
