1. What should the resting voltage of a scooter battery be?
2. From my magenta there is a connector and a pair of wires that are just connected by a male/female connector. How do these wire connect together? The connectors are broken. The wire colors are Blue/Yellow, Blue/white and 2 red/black wires. I am not sure if these were backwards but I need to replace them with new connectors.

Wires no idea.. where do they come from and where do you think they go?

The wires come directly off of the magenta wiring harness. and they connect near the harness to the starter solenoid.

Sorry what is a magenta on a scooter.. new one on me... are you certain you don't mean magneto or stator?

I may be interpreting this wrong but I think you mean magneto. That would be the stator on the right side of the engine. The two wires I think you're referring to are the red/black AC power source for the CDI and the pulse coil trigger wire which often changes color on the way to the CDI. If this looks like your two wires I think you'd be safe in connecting the red/blacks together, and the blue/white and blue/yellow together.
The trigger and power wires end up in these spots on the CDI do you might want to do a continuity test or trace them to make sure you have the right wires:

Magenta is kind of pink , if I were to guess its faded red plug . I would also bet GTI speaks spanish . John

There is a magenta (pink) wire on the R/R on some scooters and it connects to the white wire from the stator...

The only red plug on a scooter is from the enricher on the carb. It connects to the harness on the right hand side (white plug) You can see it in this picture... Attachments:

I agree with Bashan. It is probably a safe bet to connect the two red/black wires together and the blue/yellow and blue/white together. The blue/white should be from the pickup coil and goes to the ignition trigger pin on the cdi. The red/black is a/c from the stator to the a/c power pin on the cdi.
