HEY BASHAN.....
Do you know what ground wire on the Fashion is for the relays?? Or for the Left handle bar cluster? blinkers, horn etc???
Another question for you is the black blue wire supposed to have power when the key is off. When I did a voltage test with the key off the red wire had 12 volts the black wire had zero with a negative the green had zero with a negative the black white wire type 0 with a negative but the blue black wire had 00.1 this was at the ignition plug. also question for you at the fuse box is the headlight power on without the key because the fuse lit up with the tester.

okay this is going to sound like you really stupid question in the fuse box the label that says 5 amps and 10 amps how should it read should they line up with each other or go in order of the label.
Sorry just grabbing at straws trying to avoid taking this scooter apart.
I wish someone could tell me why is it when I hit the starter button that shuts the power down with the key off.

The label tells you what amp goes in that slot so yes follow the lables with the right amp fuses.
GREEN WIRES ARE YOUR GROUND WIRES EXCEPT OF COURSE the THICKER ONE from your Battery Neg Post.
The fuse box should NOT HAVE ANY POWER UNLESS the KEY IS ON.
TRACE that wire that goes to the HEADLIGHTS that has 12v WHEN THE KEY IS OFF and see where it leads to and trace it back to ITS SOURCE. It should NOT BE LIVE.
First OFF nothing should be on if the KEY IS OFF!!! If your scoot has a DATE/TIME display that would be the only thing always getting juice from the battery. Alleyoop

The fuse that says HEAD has power to it with the KEY OFF...
Now we both know from my 40 post that when the key is OFF there is power still to the scooter.. Only way to shut it off is by disconnecting the battery or pushing the start button...
So I need to find out why.... My only gripe is I really don't want to take every piece of plastic off this scooter if I can avoid it..

Well now that you know that 12v is being fed with key off to the FUSE THAT SAYS HEAD, FOLLOW that LIVE WIRE to it ORIGIN, it may be easier than you think. Alleyoop

Justguy.... Alley is right, Start at the battery and follow the flow and check every wire, connection no matter. You will find something that will catch your attention

Noticed on the other forum you ASKED if the BLACK WIRE should have 12v with KEY OFF the answer it NO. That black wire gets juice when you turn the KEY ON and IF YOU FOLLOW IT, it usually FEEDS THE FUSE BOX with the KEY ON. So an easy test is put the KEY ON and TEST THE BLACK WIRE BY THE FUSE BOX and it should have 12V. THEN TURN the KEY OFF and test it again at the FUSE BOX and it should NOT HAVE 12V. Alleyoop

The black wire does NOT get 12v when the key is off. Its about 4 v...what I put was the blue/black wire was reading a 00.1 read the others were reading -0.00. Nothing about the black wire getting 12v maybe when the key is on it does. The two wires on the left side are the hot wires..

Key off and power off. I need to ask Rich a couple of questions there are plugs and some other stuff behind the wire cluster wondering what they are..also to find if there is a diagram how to take these plastics off..

The extra plugs could be for other accessories that it does not have. I know mine has extra plugs that are not plugged. Alleyoop

Just remember, the scoot was working just fine. So something you did or touched caused something to short out. Those plugs were like that before. Alleyoop

I just read what you tested, and it appears the FUSE that says HEAD is bad, I would get another 10amp fuse.
Actually I would go to the auto parts store and get all NEW FUSES for that fuse box. Also the noise from the blinkers may be just a bad FLASHER so when you go to the auto parts store also get a new Flasher. Find yours and see how may connectors it has some have 2 some have 3 so get the right one. Alleyoop

The flasher will look like this it should be there tied up somwhere around where all those wires are. As for the headlight if that is a new fuse then the bulb must of blown out. Check the bulb. Alleyoop
