Hello and thank you for any help! I'm fixing a friends scooter that has sat for four years and only has 10 miles.
What I have done: -Replaced the battery -Changed the oil -Checked the air filter -Cleaned out the gas tank and gas line. Filled with 87 oct -Followed what alleypoop suggested in a different post, adjusted the carburetor mixture. It runs a bit longer on a leaner setting. Here is a short video of it starting, running on its own, then dying on its own. If I give it throttle, it usually dies. Sometimes, with throttle it will run for 30 seconds, then die.
Again, any help is greatly appreciated!

Have you cleaned out the CARB? Take the bowl off and take out the PILOT JET a MAIN JET and make sure you can see Daylight through them. Then take a Spray Can of Carb Cleaner they come with a long thin straw and stick that into where the PILOT JET screws into and spray. The Pilot Jet passage feeds some TINY holes by the BUTTERFLY, they are probably all varnished up and clogged they are very tiny. You can maybe get a sewing needle help clear them out. But the spray should come out of the tiny holes then you know they are clear. Alleyoop

-Followed what alleypoop suggested in a different post.[/b][/size] Alleypoop?! He may have just turned 70 but he is so tough he gargles with Draino. Better hope he doesn't come looking for you. But then again he can't see squat because he turned 70 so you're pretty safe.
I watched your video and I kept expecting the naked girls to show up. Every video I've ever seen has naked girls. My wife says that's because I only rent XXX discs. Wow, lighten up dear, I don't control Redbox!
I think your problem is all fuel delivery. Did you replace the fuel filter and make sure the arrow is pointing in the right direction? Also, after sitting for four years a lot of the plastic may have degraded. Alleypoop (OH GAWD!) was spot on about the carb, it is probably gunked up. Also, the vacuum fuel valve is notorious for leaking through the diaphragm. If it is, it's dumping fuel right through the vacuum line into the intake manifold which would explain the wet plug. You did test the spark didn't you? Here's Alley's fuel delivery check, and here is mine. Let us know which one you like better. Just remember, I'm the admin.

I had the same problem with a taotao 50cc. Good carb cleaning is probably what you need, as others have suggested. Good luck!

I forgot to add that I replaced the spark plug too. As I began to take the carburetor apart, I noticed that the clip holding the needle in place is missing. As it turns out, someone has worked on it before me. So, I think I will have to see if replacing the clip solves the problem. Where is a good place to get replacement parts? I saw there is one bad site, shaggy.scooter..... Thank you

You can go to the hardware store and take the needle with you. Ask them if they have a small "E" clip and show them where it goes or very thin washers. If they have the washer then cut a slot on it to get it in the slots of the NEEDLE and you can then just give it a little squeeze on the open end to close it up a little BUT it has to be a very thin washer. A lot of the very thin washers are made out of Aluminum. Alleyoop

I get mine at the hardware parts aisle at Lowes. You know, bolts, screws, fasteners etc. My wife stood behind me once and said I actually quit breathing for a minute while looking at stainless steel metric bolts. She of course exaggerates, it was 45 seconds and I could spend an entire morning there if SOMEBODY wasn't STANDING BEHIND ME!. As Alley said, you'll need to carefully pinch them down with needle nose pliers. Buy a bunch of them, if you've ever heard the "ping" of the needle clip as it rockets across your shop you'll see what I mean. I think they disappear into a parallel universe.
