For fuel filters look at the auto parts store or even hardware stores where they sell all the lawnmower parts. Get the biggest filter that will fit your line.

I kind of screwed up the other night when I was putting the air filter back on. I put the filter back on and decided I would let it idle for 15 min (hadn't run it in a few days)
So I put it on the side kickstand and went in to let my dog back inside from the back yard. When I returned to the garage my scooter was laying on its side (left side, same as air filter housing), gas was pouring out of it...It was still running, but bad. I set it back up and it died. I assumed I flooded the engine so I tried to get it running again. I managed to get it running but not very well on idle. So I decided to hop on it and WOT it down the road and back to force as much gas out as I could. (Bad idea 11 pm at night in VA) I get about .5 miles down the road and decided I should turn around. When I turned around and gave it gas it died. So I was stuck in someones drive way for about 10 mins trying to get it to start again, eventually it did and i got home. Is there anything I should do? I ran it again yesterday, and it wasn't running right. A pretty bad Idle, and it would occasionally die when i gave it throttle. I wasn't sure if the scooter has an evap canisters and maybe i just ruined mine when it fell over(idle problem). I haven't checked the plug, or the air filter (I wasnt sure if it would have fouled the plug, I figured gas wouldnt hurt the airfilter, but perhaps oil would get in it?).
Will it just take time for it to idle normally again? Im hoping it just still has some gas in the chamber or something but its been over a week now. so im getting a little bit worried it maybe something else.
*another quick question- Is it normal for a scooters performance to drop when its pretty cold outside (30F)

Take the air filter off and clean it and let it dry, a gas filled filter will make it run rich and will not run right. Also check for any hoses that may have come off or loose. And yes if you have a EVAP system the canister may be clogged with gas and that is also not good. If you have an EVAP system take it off. 1. PLUG up the VACUUM line going to the Canister at its ORIGIN. 2. Take the hose coming from the tank off the CANISTER and put a fuel filter on the end of it and zip tie it higher than the fuel tank. 3. If there is a hose going from the Canister to the Air Box or Air Tubing take it off and plug up the connector on the AIR BOX OR TUBING. DONE Alleyoop
