UPDATE:
Ok, so this morning after a clean oil change and new plug. I was able to get the scooter started, and idling nicely. I even took her for a test ride. At low throttle it accelerates and pulls away. AT Wide Open throttle it bogs quite noticeably. Now I only had 1/2 of the air box on. I will install the rest of the air box once it dries out later and see if that makes a difference.
What could cause that bog at WOT? If i remove the air box, and go to an A/M air filter will the carb need new jets?
I'm making progress with everyones help.

Im going to check the fuel petcock today and see if that is the problem.

You may have a bad fuel shut off valve. If the diaphragm in it has a hole you don't get fuel to the carb bet fuel will come down the vacume hose. I will sputter but not run. You can test it by hooking up a clean hose to it and sucking GENTELY if you can't develop a vacume its shot. You can also just bypass the valve and plug the vacume hose and see if it runs. How do i test this? Where is the fuel shut off valve? Is that the fuel petcock?

I did the oil change and took the plug out. I turned it over just to check it and I got some gas that came out of the spark plug hole. So i'm letting it dry out, and I'll try starting it tomorrow.
Maybe the hose that popped off the intake had something to do with it flooding with gas?
If not I'll try and find a motor for sale or do a top end rebuild.

Im going to do an oil change and check all the vent tubes. Can the PCV valve/tube be cleaned?
If all else fails i guess im looking for a new motor or a possible top end rebuild.

I'll try to get some better pictures tomorrow with a camera. My phone has no flash and quite honestly it takes bad pictures.
I'll check all the vents/hoes tomorrow and make sure everything is clear and secured without any leaks.
I'll keep checking and with the great help from this forum i will figure it out.

Im going to try and post a few pictures. Maybe that will help everyone understand what i'm trying to explain. Im new to these scooters, but it is always nice to learn more.
I "think" i either have vacuum lines connected wrong, a plugged line, or maybe too much oil in the scooter.
It puzzles me because it ran fine for a period of time, it idled, revved up, etc. It was only on the test ride that I noticed any problems.
But...maybe that was because a vacuum line popped off?
Also i just noticed what appears to be a hole in the plastic tube from the carb exit to the air box. it's big enough to put a ball point pen into. That can't be good, haha

Well that is your VACUUM Hose you need that connected and that goes to your PETCOCK Vacuum Nipple. What that does is when the engine turns over it creates suction and opens the Diaphgram in the PETCOCK to allow fuel to flow to the CARB. Did maybe you connect that to the wrong Place at the other END? Where is that connected right now? If no Vacuum is applied to the PETCOCK NO FUEL will flow to the CARB. Alleyoop Thats a good question. I'm trying to find a diagram of how the hoses should be connected, correctly. Also i was thinking is it possible that a hose is clogged up and that is why the oil was going into the air box? Near the muffler there seems to be some sort of canister that has a hose connected to it that goes towards to motor. i'm not sure what that does. So basically if that hose near the carb came loose it would lose vacuum and the scooter wouldn't run right? Also what oil and how much should be in the scooter? Maybe i over filled my scooter?

Here are some pictures of the vent tube i am talking about if that helps.
Is there a dummy plug on the air box, or do I have my vent tubes mixed up some how?
The tube located on the throttle cable side of the intake is the vent that popped off.
The vent tube that is connect to the valve cover/head was connected to the air box.

It is a 50cc VIP/Bashan thing
This hose is the hose that is connected near the carb. If you were sitting on the seat looking down at the motor it is to the right side of the carb.
I'll try and get a picture of it. I just drained the oil, and put new oil in, and I'm gonna put a new plug in as well.
It seems like some how oil and gas are flooding into the motor somehow.
It has a brand new carb on it, and it started and idled fine for several minutes. When i went for a test ride is when the problems began.

I finally got my old scooter running and took her for a test ride. She ran ok at idle and rode fine. Then it started to sputter once it got warmed up and I noticed oil in the air box. I also noticed the vent tube on top of the motor near the carb was off and oil was on the end of the tube. It looks like oil is dripping from somewhere on the motor.
It smells like gas and oil in the air box
Any ideas what this could be? Or did the old scooter just finally give up after 13,101 miles?
It acts like it wants to crank over and start, but it won't start.

OK more updates...
I took it for a test ride and all was good until it started to sputter. I looked down and a gas/oil mixture was coming out of the breather tube and the air box was filled was oil mist.
I noticed a hose that goes to the top of the motor near the carb had come off as well.
Any ideas? Or is it time for a rebuild? It has 13,101 miles on it.

Well.... She lives!!!! I got the scooter running today, and i think I have the idle adjusted close. I need to re-install the stock air box and see if that helps.
A few questions...
How far does the left handle need to be pulled in to start a scooter usually?
My RPM's don't want to register correctly... the gauge works and climbs with the engine rev'ing up, but it start below zero...the needle. Could it possibly have a bad ground? My gas gauge doesn't seem to be working either, even with a full tank.
I haven't road tested it yet, but it does idle and remain running until I choose to shut it off..so thats a good start.
