It sounds like you are talking about the swing arm which engine, wheel, tranny, everything mounts to it. You may need to inspect the mounting of the swing arm bushings from what you are saying.

If running good leave it alone for you will for ever screwing with it and asking questions to keep it running.

How long has it sat with the gas in it? Also check all vacuum line for cracks or not in place. If gas has been in for some time you may need to take off carburetor and clean both jets. Also has the scooter have 91 or higher octane fuel in tank?

I would pull speedometer head and check all connections see if snapped in all the way. Also see if it looks like some one may have been in there before maybe someone had head out and hooked up wires wrong maybe look see if at connection have same color coming and going.

It really sounds like fuel bet its been sitting awhile and jets are clogged. For a test spary a very light spray starter fluid into carb yes take off air filter try and see if it starts if so you got you answer.

FIRST OF ALL YOU CAN'T TEST COMPRESSION WITH YOU FINGER YOU NEED A GAUGE. Did you pull the valve cover off and check you valve lash? When you put carb on did you put on all the vacuum lines and in right places? Did you adjust fuel air adjustment?
