either wrong belt or pieces of old belt is in workings of cvt jamming it from working at a 100%

customer my have caused it by adding oil to gas or put in a additive which may look like oil. BUT HAVING 2 POINTS one fuel one oil see no other way it could happen.

look for a vacuum leak sounds like a good size one to me.

I had to use a slide puller if you haven't one borrow one from a parts store most have a tool program to loan tools

first check out fuel flow sounds like a restricted line or filter or tank even leave tank cap loose see if that helps.

sounds like starter solenoid is locked up and won't release. Maybe the person working on it was jumping it off with a screwdriver and locked it up try before adding battery disconnect the solenoid and then add batter if it doesn't turn over you found problem.

Pull fuel line crank engine see if your are getting fuel? If so check and see if both intake manifold both are tight.

I have 3 Zodiac's by Ice Bear 300 cc engines have never been a problem almost 10,000 miles never touched or adjusted valves.
