Yep got spark. Also poured gas into the vacum inlet to no avail.
I'm still wondering if the spark plug is making contact with the boot in the engine. The boot is pretty long

Did that. Had to get the darn thing out with needle nose pliers first then cut a slot in it so I could turn it

I'm going to inspect the air filter. It's missing screws. I wonder if the foam is rotted away

Cleaned the carb. I heard a pop when I blew air in the inlet. I thought that I blew some crud out of there. No difference. Checked spark again. I have it. Tried spraying starting fluid in intake, no difference. There was gas in my float bowl. I have a new carb coming. I doubt that will help but it's got to be better than stock.
Could it be a timing issue? I have a new cdi but could I have gotten a dud?
It's a thinker for sure.

Very easy to find out if it is fuel or something else. Crank it like you did in the video and then take the plug out. Since it did not FIRE once, THEN IF THE PLUG IS DRY no fuel is being sucked in, IF WET then the plug is NOT FIRING. Alleyoop Plug is dry so it's fuel. Hopefully I can get it going while it's still in the 60s. I traded my motorized bicycle for a scooter because I wanted something to work on. Will I put more money in it than its worth? Most likely. Will I have fun, meet nice people on the forums and learn something? Most definitely!

Did some poking around today... checked spark again, I have it, checked compression....not a real test but did the finger check and it seems ok. My finger was dry when I removed it so I'm going to say it's a fuel problem. I ordered another carb just in case the stock carb is a dud but I'm give it a real cleaning tomorrow. I sprayed carb cleaner in the air intake, still no start. The last time I opened it the float bowl moved freely and looked level but I'm going to check it again.
Stock jet is 81 which seems like the right size for a 50cc. It's not stamped that I can see but I think my 1p39qmb is indeed a secret 63.
I'll keep everyone posted of my progress this weekend (my weekend, Monday - Wednesday )
Thanks for all your help so far. Sorry if I'm being kindof an ask hole

here is a little video I shot for those of you have been around the block. Is it fuel starved? Low Battery? Something needing adjustment?

That's what I hoped for.
I know I should have been smarter than this but I beleived the guy when he said "I cleaned the carb" he didn't because it still had the tamper proof nonsense going on.
Maybe he said "the carb is clean" because it was. So clean that it was bone dry.
I better change the oil because he said he did that too.
I got a battery charger from harbor freight because mine is drained. After 30 seconds the thing started to smoke. Back to the store with it. We have a charger at work for our eng vans so I'm going to see if I can use that.
More updates on monday. I work weekends

Another thing I've been unsure about - the bendix gear thingy seems to be a little wiggly. Like I could pull it out if the starting gear wasn't in the way. Is that normal?

I got the carb apart today. It's bone dry. Like its never had gas in it. Hmmmmm. No gas was getting into the bowl from what I can see. Clogged inlet?

New nkg plug. Bypassed the vacuum petcock and I can see gas in the line. kill switch is on run and still nothing. I now have a dead battery. I can charge that, right? What should I look at next? I haven't looked at the valves yet. Check compression perhaps?
