Alright. My scooter is the 244cc version. The cable by the battery with the fuse has a 20A fuse. The one under the frame above the muffler has a 20A fuse as well. Holding a spare I guess? Maybe it isn't a spare. Not sure.
They're both 20A fuses. So when you guys here are saying the 15A fuse I get very confused.
Also, I don't have burned cables. I said the little metal piece inside of the fuse (the connector) was warped or looked melted.
Also today, I discovered that the fuse by the battery was cracked (the metal piece within the fuse) which is odd because yesterday I checked it and it was fine. So today, for safety sake, I changed both fuses I know of. The one by the battery and the one under the frame above the muffler. I have had this scooter stripped down all the way to the frame and checked every cable connection and looked for burned wires. Nothing out of the ordinary. Oh, and when I put the new fuses in, my scooter is doing the exact same thing as it did before I changed the fuses. Not sure what the heck is going on.

BTW. I do not know where this 15A fuse is. I know there is a fuse by the battery, which is a 20A in mine. There is one under the frame above the muffler with a 20A, also holding a spare. I don't know where else a fuse is. I do not know where this 15A fuse is. Is it towards the front? Under the radiator. I'm looking at the wiring diagram and I did locate the 15A in the diagram, but I don't know where it will be on the scooter. It's showing towards the front middle section. Is it under the radiator? I have no idea. Any niche towards the location of this 15A fuse would be very helpful! Thanks!

I changed both fuses today. The one by the battery and the other one I guess with a red cable to it, it also holds the spare fuse. Everything is still exactly the same. Instead of only being able to use remote start, I can use either or. The fuse by the battery was cracked down the middle (odd because I checked it yesterday and it was fine). I replaced it. The other one still looked good, but I changed it anyways. Scooter started on the second try from a cold start, which I was surprised at. But the headlights and radiator are doing the same exact thing. They aren't on when the engine or, but only the headlights and radiator come on when I hit the little flicker switch above the main high beam switch. And the only time the radiator comes on is when the engine is warm (duh) but only when I hit the little switch (hold it) and flip the big high beam switch up. It's still mind boggling. So all in all, everything is still the same. Scooter starts and runs great! Just can't really use it at night, or at all because it will overheat. I know it isn't a temp gauge or whatever, because when the engine is getting warm, if I hit the flicker switch, then the high beams on, the fan clicks on, just the second I let go of the flicker switch, headlights and the fan goes off and I'm back at the beginning. Please help, I love to ride this scooter and I miss it!

Hi Cruiser,
Thanks for that. I have already looked at the fuses. They look pretty good to me, but as you said they may look good and be bad. So I will try replacing those. I have stripped my scooter down to the bare frame and looked at every single cable and connection and everything looks good. Me and my father thought about the fuses and we checked them and they still look good. There is only one that the center connector is kinda weirldy shaped, looks almost melted, but it's still connecting so we determined it to be good. That just might be my problem. I'll try replacing the two fuses (Yellow with the number 20 on them) and I'll report back! Thanks!
