ill take another video in a sec but it has spark and compression and i shot fuel in the intake hose for this video

Every looks good, and when you crank it and take the plug out the plug is wet right? What is the plug number maybe the plug is not reaching far enough into the chamber and grounding out when it sparks. I know there were some scoots that came with bad heads that where to thick where the plug screws in and the plug was not protruding out enough into the chamber so it would ground out. I see you have the EVAP system(GAS TANK VENTING CHARCOAL CANISTER) and I also see you have the EGR sysetm to that is the VALVE WELDED onto the exhaust pipe NOW there should be a hose going from there to the AIR TUBING and or AIR BOX. What is this hose and where is it coming from??

well that is the right plug, is it still wet after cranking trying to start it? Does the plug have a gap in it, maybe taking out so and what not it got hit and closed the gap. Did you drain the gas and put in maybe some premium to see if it is bad gas. Alleyoop

so i tightened the nuts on the rocker arms, adjusted the carb and got it to start. I did it without a torque wrench because I saw a chick at the mall and forgot to buy one... i then rode it around to warm it up before adjusting the idle to 1700rpms. I parked the bike, adjusted the idle to 1700 and then shut it off. It started right up 3 times and now no matter how i adjust the rpms it wont start. What do you think?

But seriously, what was it idling at before when it was running and starting? Before you set the idle to 1700 and now it won't start. Alleyoop

Next time you get it started take a video and give it a quick twist on the throttle and let go I want to see how it takes throttle. Then rev it up and down so I can hear it take throttle. Want to hear the motor taking throttle to see if it is lean or rich. Alleyoop

ill have to wait until morning, the sound of the starter is going off every second is a bit disturbing at this hour. it was idling over 3000 when warm

Tighten the rocker arms? Do you mean adjust the gaps or the 4 BOLTS holding the rocker arm assembly?
If it was idling at 3000 and when you idled it down to 1700 it went south that to me means not enough fuel from the pilot jet. Set the fuel ratio mixture screw to 2 1/2 turns out, FIRST turn it clockwise until it stops then turn it COUNTER CLOCKWISE 2 1/2 turns. YOU DO know which is the FUEL RATIO SCREW RIGHT? I am not talking about the IDLE SPEED SCREW. Alleyoop

the four bolts holding the rocker arm assembly yes ah yes the old fuel ratio mixture screw. i would have to get a dremel tool to deal with that... correct? I believe mine is sealed.

Yes that one, You did not tell me that you had a carb with the Fuel Mixture plugged. Adjusting the mixture will help a lot in starting and running. Alleyoop
