Here are a few pictures. Then there are these two nipples with nothing connected to them. If there is an A/F adjustment screw on the bottom of the carb I can't feel it.

Looks that way since you got the placard with the magical word "California". Looks exactly like mine (JCL MP 250A). Nice scoot! I have the Black/Silver model :-)

Thanks #1 As I seem to have a lot of hoses going all over the place and it does say the magic word California on it. I guess that is the reason why I can't find the A/F screw. The scooter was purchased from a CA company.

One of those brass nipples should have a vacuum line attached to it, perhaps both. That is the carburetor de-acceleration valve.
Basically it leans out gas flow when the engine de-accelerates... saves fuel and stops back-firing...
So, check for a missing vaccum line...

I think I have one that is hoseless as well and my scoot runs great. I did do the vacline reroute for max pressure at the pump per JRR's suggestion. I have nothing to compare this to though as I did this before ever riding it.

sprocket There is no hose that I can see which would connect to either one of the nipples. I have 2 Y connectors with 3 hoses on each and they are connected. Not to mention all the other hoses which go all over the place.

My mistake... I though it was a GY6 150cc.
A 150 wouldn't run like that...I guess it is not used on a 250cc

It's covered by a metal or plastic cap which has to be removed in order to adjust. mpsracing.net/helix-manual/04-07.html

You have the correct plate.
It ultimately comes down to VIN though. Won't know until you try. There have been stories of CARB plates (what you have) getting on non-CARB approved VINS. But that is the correct plate. Exact one I have.

I guess they put the same plate on all the scooters they make. I was more worried about the two nipples with no hoses on them. I didn't want to be sucking non filtered air into the carb.
