Ok, it is charging, just out of gas, but light is out, headlight, & it shutters at take off, I'm checking if anything is loose, under, inside steering.

Could be the Clutch worn pads or really glazed pads. Alleyoop

Headlight bulb just blown, it was charging just fine, extra low on fuel, shutter was a loose steering nut. Shutters still at take off though.

You could be out on the timing... I have seen scooters act like that and they never get above 30mph...at WOT
Timing...
The engine runs but has no power...this cause the clutch to grab and slip...

Shutters, time fine, still up to 50mph just like before. After 5mph it's smooth

Then the clutch pad is glazed, perhaps a spring is broken...

Yep that sounds like glazsed pads to me as well take the clutch off and scrap the pads and take the glaze doesn't take much to do it either works like a charm and also check the springs to see if one is broken. Alleyoop

Ok, pads inside variator, understood how to take off you think anything for getting to 55mph? I'm at 50 no problem

No pads inside the clutch.. the back pulley ...the variator is the front pulley...
May also be flat roller weights in the variator.. check out both...while you are there
Won't likely change the top end... unless they are slipping badly...
