Alright I have done everything that I needed to do to finish my 200cc engine, Installed it today after making sure the timing was right and hooked everything up, hit the key and click. The stater solenoid is clicking, Any suggestions?

check if motor turns free more than 1 revolution

Always turn the engine clockwise on the fan side or counterclockwise on the variator side...
Turning it backwards can jack open the exhaust valve...
Is your battery FULLY charged? Do you have a good ground wire on the engine?

I turned the before I installed it engine and I removed the stater to see if it were bound up. and the start does not move neither in or out of the engine. Was thinking it was the stater solenoid.

Have you tried jumping the SOLENIOD terminals, usually if you hear a clicking sound its the contact inside the Soleniod that is stuck or bad OR a very weak battery. But if you jump the Soleniod and it spins your starter then replace the Solenoid. Alleyoop

This is an un run 200cc engine then you need to get oil to the rings through the spark plug hole...and work things a bit manually...
Also if it a BBK then the stock starter motor likely won't turn the engine.. you need a heavy duty starter motor...NCY makes a couple...
I assume it is actually a 180cc - 63 mm?

did you put the ground wire back on the motor and make sure your battery is fully charge

Alright I jumped the solenoid and nothing happened it still clicked, so I believe it is the solenoid, I had it it turning over yesterday without it firing (because it was out of time), so i took it back down after watching the timing video) of which I understood very little) and today this. I think where I went wrong was I tried to jump start it with a car battery. Kicking it over isn't for the us old men. So I am going to look into the heavy duty starter

Gti, If it clicks when you jump the SELENOID that means your battery is deader than a door nail. Check your battery before you go and spend money on a SOLENOID that might be good. Do you have a Volt Meter if so see if you have at least 12.5 Volts on the battery but if it CLICKS jumping the Solenoid It is lower than 12 volts.
Do you have a TRICKLE CHARGER, if so put it on overnight and see how it does in the morning. If you don't have a Charger take the battery out and take it to an auto parts store and have them check it. Alleyoop

car batt....hmm and how did u hook that up as ally says check batt how long has it been sitting around when u were rebiulding

Was the car running when you jumped it from the car battery??? If the car was running you may have fried the scooter electric system.. if the car was not running, it should be OK...but you may have burned out te solenoid or starter motor

Have you got a local Harbor freight. if so , a decent VOM and 12V test light will cost less than 10bucks.
I use a small lawn tractor battery for working on the scoot. Saves fooling around a lot with a little battery till I got it right..
Good luck. Sounds like this have been a bit of an adventure.
I am not sure you got the idea of shorting across the solenoid right. If you have a good battery and a good starter you should have gotten a big fat spark that darn near welded the screwdriver to the solenoid. You should have been shorting across the 2 biggest cables on the solenoid.
